Feature: Community language notice

Is your feature request related to a problem? Please describe.
I created an alt and realized how not having the correct languages selected affected the experience for a new user: Without any obvious indication, some communities looked completely dead, even though they were semi active.

Add a clear notice for language mismatch above community feed.

• Community languages should probably be listed in the header or something.
