Fixes Yin-Hongwei#319 Update the project license to prohibit commercialization. * Replace the Apache License 2.0 text in `LICENSE` with the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) license text. * Add a note at the top of the `LICENSE` file stating that the project is licensed under the CC BY-NC 4.0 license. * Add a section in `README.md` mentioning that the project is licensed under the CC BY-NC 4.0 license. * Add a note in `README.md` stating that the project cannot be used for commercial purposes. --- For more details, open the [Copilot Workspace session](https://copilot-workspace.githubnext.com/Yin-Hongwei/music-website/issues/319?shareId=XXXX-XXXX-XXXX-XXXX).
