Customization of Chat Formatting and Spy Mode

It would be great to add the ability to set separate message formats for local and global chats in the chat.yml config. Currently, the config only allows for a unified format for both, which is inconvenient. I would like to customize the message colors for global and local chats separately. Additionally, I propose that the /cmi spy mode works so that when it's activated, I can see all private messages between players. Finally, it would be useful to have an option to set a cooldown before sending messages for each chat type. It would be really awesome if you could add the ability to prevent new players from chatting for a certain amount of time to protect against spam.
