(Feature Request) Improve /res tp (player)

I love the settings:
CanTeleportIncludeOwner: false
and
CanTeleport: false
as I don't want other players to teleport to other region, I know I can block teleportation with flag, however I think if player is added to the region he should be able to teleport to his friend using /res tp (name) as he is added to the region and should be able to teleport to it. even if the settings above are setup like that
