remove dependency on native build toolchain caused by eth[pysha3] #446

halmos installation fails if the user doesn't have a c++ build toolchain. We should skip the dependency, we don't really have a need for crazy fast keccak256 -- a python impl would be fine.

more evidence, nobody wants to debug c++ build errors when installing a python tool
