Network not learning weights

Actually, I had implemented the attention network myself. But for some reason, it is unable to learn the weights and hence the reidentification accuracy is poor.

Sorry for the late reply. Actually, the code worked but it was not able to learn weights. I mean, while I was training my network on the training set, it was unable to distinguish between persons.
