In PCP4 and the IDL, DevicePushDetails.state takes the values Active, Failing, and Failed.

But in the documentation for the "get details from a registered device" REST API operation (from which the client library values are populated), only active and failed are listed.

This needs input from the backend team to tell us which one is wrong – is Failing a thing or not?
