support the deployment of hiera-eyaml-gpg as well as just hiera-eyaml

I think in addition to only setting up hiera-eyaml we should provide the mechanism to optionally install/configure hiera-eyaml-gpg. Where prudent we should allow puppet to manage things, and should provide links to relevant configuration documentation for the moving pieces. What say you?
