I found a module for doing logrotate a while back https://forge.puppetlabs.com/rodjek/logrotate.
Ubuntu seem to setup logrotate for apache automatically if the file ends in .log.
Need to investigate other platforms to see if they already have logrotate setups.
if some puppet builtin fact doesn't exist for this, I'm going to make a fact when then master resources are enabled, and use that fact's presence to determine if we should lay down logrotate bits for puppet master/puppetdb/
