"required for conformance" values should match all WCAG sub set #36

As @remibetin points out in w3c/wcag-act-rules#313
With the updates to WCAG 2.2 in last ACT-Tools it became apparent that we are using only "required for conformance to WCAG 2.2", which is not necessarily accurate. As we have in one of our ACT Rules Format examples most SCs are equally required for conformance to WCAG 2.0, 2.1, and 2.2. We should update ACT-Tools to account for this.
