to Ans you query, yes, you can upgrade any version, as well as install any tool in runtime.

Maybe it would be more useful to have an action to install any supported clang version from the official dpkg repository... This would also allow using Clang 20, which will be the next release. The official dpkg repository already support binary packages for Ubuntu 24.04.
