After discussion of #1077

This issue is required to discuss whether the debian package builds for a particular version of JDK, e.g. JDK21, should provide all the definitions ,

javaxx-sdk
javaxx-sdk-headless
javaxx-runtime

For all previous versions, e.g JDK21, provides all of the above for all versions of JDK prior to and including JDK21.

The rpm packages by way of comparison provide only the JDK versionless and JDK21 equivalents.
