Generate quality inspection templates for Receiving, Manufacturing
Specify a quarantine warehouse per template (custom field)
Override existing behaviors:

When configured in Inventory Tools Settings do not require completion of a Quality Inspection at the time of PR or SE, instead set the Inspection warehouse warehouse correctly. Require an inspection before inventory is removed from that location. This should be sensitive to partial inspection of the total quantity in the inspection warehouse.
