system level "stop the line"

#1328 already calls for time-based allow/disallow of new Freight production and promotions to individual stages.

In a recent conversation with a user, some interest was expressed in a system-level "stop the line" button that might be applied, for instance, in the case of an org-wide code freeze.

If this were implemented at the system level, I couldn't see not implementing it at the Project, Warehouse, and Stage levels also.

"Stop the line" is a tad dramatic, but gets the point across. Maybe we call it "pause."

I'm not committing to this feature yet, but wanted to get feedback from @jessesuen @christianh814 and the community as well.

Most companies I talked with have some kind of change windows or freezes, including ours. So I would appreciate the option.
It would also require an opt-out for specific applications for hotfixes. Alternatively, it could require another approval step in case of a deployment during a certain time window.
