Install Create Block Theme plugin on local environments

Description

WordPress.org has created a Create Block Theme plugin that will allow us to easily save the changes made to template files within the Site Editor to the theme files.

Requirements

The Create Block Theme plugin is enabled for local development.

Use Case

When a developer is creating or updating template files locally in the Site Editor, we need an easy way to save those changes to the theme files to be version controlled.
