Secondary link - should it be blank?

Firstly congratulations on shipping this component - it looks like a lot of thoughtful research and work has gone into it.

I noticed that in the secondary link example the link has no text content. Can I check whether this is intentional?

Visually, when the link has focus it's just a yellow box, which could be confusing:

In NVDA the link is read as 'weather' (if there's no path in the URL it reads the domain name). It may not be clear what the link is for.

I think this is probably just an oversight in the documentation, but if it's intentional it could probably do with a bit of explanation on the page.
