Implement DNS split zone config autogeneration

RUNC networks employs split DNS zones (views) to manage fastbone addresses, resolution rules for private zones (e.g. usu.local) etc. There is a need to generate the config for bind automatically based on network and zone declarations (which should also be implemented) in the config file.
