It would be possible for a malicious emperor to siphon all the empire treasury through the use of an alternate realm which he could keep issuing bounties on then fulfil the bounty with a second realm of his own.

A couple of solutions could be applicable, such as a cool down period when issuing a bounty on a realm as well as a bounty amount limit.
