According to this post (http://arc-team-open-research.blogspot.it/2015/05/fusion-quantum-gis-open-source-approach.html), by Giacomo Landeschi (Lund University, Sweden) Fussion (http://sourceforge.net/projects/fusion-lidar/) could be a good solution to turn .las file into csv. We should evaluate the software and and check that there are no other way to do this directly in a GIS like Quantum GIS.
