[enhance] [DirectIO] add user hook on parse error

[nautilus-sekiguchi]

Summary

Using DirectIO with TSV/CSV, there is no way to continue the job when a parse error occurred.
It is good for user to add a hook handle this error (skipping error line) and continue the job.
