Describe the task
Add the LDV (Light Duty Vehicle) data file to CTHUB.

Purpose
The purpose of this task is to enable the business area the ability to uploading LDV data by into CTHUB.

Acceptance Criteria

LDV data file successfully uploaded to CTHUB.
