Automatically delete unpublished map versions

Unpublished maps should be treated as wips. Add some nominal timeout (a week or two? maybe more for supporters?) before removing from the server.
This should only apply to versions that have NEVER been published.

This will support allowing wip uploads in the future as long as they remain unpublished.
