Bug description

I have a fresh Herd 1.13.0 installation. I cannot add any sites as it fails with the following error:

The issue persists with any project location (UNC, local disk).
The issue persists with all PHP versions.
The issue persist with and without HTTPS.

There are no errors in main.log.

Steps to reproduce

Install Herd (free version) on Windows 11 24H2.
Try to add any site.

Relevant log output

Linking existing site retracted.test to Herd, using PHP 8.3 with a fresh SSL certificate  

A [retracted] symbolic link has been created in [C:\Users\retracted\.config\herd\config\valet\Sites/retracted].

Restarting NGINX...

The [retracted.test] site has been secured with a fresh TLS certificate.

Nothing gets created in the Sites folder:

Could you share your username in case there's an issue with special characters in there?

It seems a windows 11 24H2 issue

Username is vartale so there shouldn't be any problematic characters.
