Thanks @caufieldjh. It's a shame about this conflict - W3C prefixes are pretty respectable, and the other one is not that important as far as I'm aware. However, this is a newly minted prefix, and W3C should also be more careful about this.

I also added a note to their repo w3c/dpv#195 to clarify the license

The license here is "W3C Software and Document license - 2023 version"
https://www.w3.org/copyright/software-license-2023/

Which can use W3C-20150513 as an SPDX License Identifier - as clarified by a comment here spdx/license-list-XML#2600 (comment)

Update: open PR #1250 to add license info to the record
