[feature][BTIP-1]: Integrate with bittorrent protocol

Hopes that BTFS can adds a new command/API to downloads the contents of a specific bittorrent seed, if it was existed in BTFS already, then just download via BTFS network.

So far we just provide the commands to operate.Maybe we will consider add a dashboard as client to make the operation more person-friendly.
