Feature-specific css output

Identify libraries which should end up in different css output files, e.g. Brave Search-specific variables, or Brave Wallet

Core variables can stay at variables.css. Other libraries can be [feature].variables.css Same for JS. Native stuff (e.g. C++) could be combined since non-used variables should get compiled out. But also could be separate imports.
