Investigate allowing prospective-née-non-rangers access to the ticketing page.

Normally, prospective/alpha Rangers are only allowed read-only access to the Me > Tickets page because the only goodie given to said folks is an Alpha WAP that's automatically claimed and uploaded to TRS.

In 2023, a non-ranger with an earn RPT from a prior year became a prospective Ranger. As a result, they cannot claim their RPT and Vehicle Pass through the Clubhouse.

Post-event 2023, lets investigate the possibility of allowing such individuals to claim their goodies directly in the Clubhouse.
