Fall25: Update of versioning guidelines for servers.url

Problem description
With the current versioning scheme for alpha and release-candidate APIs, there is a risk to run into numbering clashes in the API url across different pre- releases.

Expected behavior
Update the versioning documentation to describe the use of the full version in the servers.url field.

• update on the Release Management wiki
• prepare an update of the Commonalities API-design-guidelines document section 5.
