Update Wasm Lanes and Opcode Costs for Enhanced Transaction Support

Retrospective ticket for the pull request #5022 .

Aim: To update Wasm lanes, gas limits, and opcode costs, so that the network can support more native transfers and align with the new computational and payment mechanisms.

This update adjusts Wasm lanes and max gas per block to match the native transfer capacity available under version 1.5.x. It also scales opcode cost multipliers to align with the new computational limits and ensures compatibility with the upcoming payment-based slot-matching mechanism for Wasm lanes.
