Clarify Chainspec Variability in the dApp Section

While we caution in most locations relating to chainspec that it contains variable values, we want to make sure that dApp developer are aware that these values can change based on the needs of the network.

This ticket accounts for either developing a new document or finding a clear location in existing docs to call out that the chainspec contains variables.
