Add a lobby setting to not have a skip vote button. This is because some groups may not want to have that option

Task List

Add option to back end (firestore-types and lobby.ts)
Add option to front end menu
Adjust tests to account for an additional setting
Adjust firebase-functions-types to account for an additional setting

Acceptance Criteria

Front end settings UI looks good with the new setting added
Setting successfully disables the skip vote functionality
Tests for lobby settings are valid
