Prepare first batch of validation tests for migration

Overview

We want to carve the migration up into phases so it's not overwhelming and so we don't have to build a ton of infrastructure before anything gets migrated.

Success Criteria

How will we know that we're done?

• there is a list of validation tests that can be migrated once Dbt setup #4011 is merged
• there is documentation about how to add those validation tests
