Since Twitter automatically shortens URLs now, they should only be counted as 20 characters.

"A URL of any length will be altered to 22 characters." https://support.twitter.com/articles/78124-how-to-shorten-links-urls We have already been over this in #397 Also I just checked and it seems to be 23, not 22.
