Add FIG Link to Error Codes

Each error code (green boxes) should include a direct link to the FIG where the error is fully explained.

Example:
S302 should link to https://ffiec.cfpb.gov/documentation/fig/2024/overview#table5-S302
V619 should link to https://ffiec.cfpb.gov/documentation/fig/2024/overview#table6-V619
