Not updating locals.tf.json

I’ve noticed that fogg has not been updating locals.tf.json when adding terraform_version = x to fogg.yaml. Like here: https://github.com/chanzuckerberg/ml-platform-infra/pull/227/files I had to change it manually. I didn’t dig too deep into why or if other fields are having the same issue but the expected behavior is that if you change fogg.yaml, the locals.tf.json should be updated through the fogg GHA.
