Fetching wttr.in/Tula or wttr.in/Тула
I expect to see information about the Tula city (Russia, the capital of the Tula region)
But the resulting location is Tulle, Corrèze, Nouvelle-Aquitaine, 19000, France [45.2678158,1.7706904]

Not good. It will be fixed, until that you can use Tula,Ru or Tula,RU instead
