Currently we don't have a clear policy that allows us to evaluate if a certain set of URLs should or should not be merged.

We should consult some lawyers that have a good understanding of Canadian law to help us draft a good policy.

I think this is a pretty important item, not only for the legal aspects, but even more-so for the logic that should go into this.

I believe that the work igor is doing on this front is pretty important and we should eventually integrate it into here.
