Make accreditations matter

Currently accreditations have no impact in the game, they are only earned through the assistance page.

It would be really impactful to have these affect your available options later on in the simulation. For example, if you took the "training" assistance, you could do the digital skills life event card. This also applies to things like regularization. If you received the regularization assistance, you would not get the "stay or leave" wild card.
