Prevent "Stay or Leave" card from appearing multiple times in a row

Describe the feature

The "Stay or Leave" wild card forces players to restart the game. If this happens several times in a row, the overall user experience can be frustrating. Add a mechanism to prevent this card from appearing several times in a row. Consider doing the same for the other cards so that users get a new experience each time. Once all cards have been used they can be reintroduced.
