Describe the bug

HTML template rendered from card-data.json does not display properly. Edit: The "Learn More" modal does not render the learn more text as HTML. For example <b> elements are not rendered properly.

What browser(s) did you see this problem on?

Safari, Chrome

Reproduction

Click on the "Learn More" link in the decision page for a wildcard, such as eviction or gender violence.
