[Desktop] Make it easier to expand dashboard

Describe the feature

Many users don't click on the button to show the dashboard, rather they manually drag it up with their trackpad or mouse, despite the fact that they can simply click on it and it will automatically expand. Consider making it clearer that the button can be clicked (shown below).

It is possible that this is just an interaction that users prefer rather than them not knowing about it. Discovered during user study.
