Diagnosing potential issues with customer databases would be easier if AWS RDS Performance Insights free tier were enabled.

Notes

Per discussion on 2024-11-18
- Only enable on the DBs in a "paid plan"
- Backfill to all current DBs
- Add to broker for current DBs
- To minimize support burden and customer cognitive load, do not make this an opt-in
- Do communicate the change, since there is a small CPU load imposed by it
