The initial and last Fedora-Cloud-Base-Generic-Rawhide image download failure are really not our bug. It also seems to work right now. The "Could not resolve hostname for https://mirrors.fedoraproject" reproduces locally with ./image-create -sv fedora-rawhide. Feels like local DNS resolution is just completely broken, I get the same with e.g. curl https://github.com. It's because systemd-resolved fails to start:

Jan 07 10:07:32 localhost (resolved)[662]: Failed to create destination mount point node '/run/systemd/mount-rootfs/var/tmp', ignoring: Permission denied
Jan 07 10:07:32 localhost (resolved)[662]: Failed to mount /run/systemd/unit-private-tmp/var-tmp to /run/systemd/mount-rootfs/var/tmp: No such file or directory

Manually restarting it works, though.

This is already reported in https://bugzilla.redhat.com/show_bug.cgi?id=2333743 and https://bugzilla.redhat.com/show_bug.cgi?id=2333848. Not sure which one it is, but let's give this a few days.
