Restructure function naming and organisation to accommodate multi-department sources of text data

Related to issue #7, it would seem logical to include text data from all departments that are members of the IATF (minimum).

Currently, the package if focused only IATF resolutions and DoH-specific press releases and as such the function and dataset nomenclature does not allow for multi-department assignation given that pull functions will vary in different ways depending on how the department websites are structured.

Given this, it might be good to consider creating a separate package for pulling and aggregating of Government department text data in general and then comotext focuses on functions and structure that interacts with this bigger dataset for COVID-19 specific data.
