In these lines (also below), I believe infection_matrix is expecting a vector with units infections per day per contact unit but self.infections_per_contact_unit has units infections per contact unit.

infection_matrix = \
    population.infection_matrix(self.infections_per_contact_unit) \
    * strategy.transmission_multipliers[I]
