Automate apportionment of catchAdd post-hoc allocated catches and SHA #1

Currently catches withheld from the formal (ADMB) reconstruction are apportioned based on:

Available GSI in a given year
Average GSI across years (if not sampled in a given year)
Assumed all catch was of the "home" stock (WRSHA, Igushik Set)

This is currently done in a spreadsheet and we could easily automate this process in the I/O workflow
