Automate "offshore" catch apportionment. #2

Offshore catches added include S. Peninsula harvest + high seas harvest estimates (in the past).

Right now 100% of these catches is apportioned to Bristol Bay.

However, WASSIO indicated this is not necessarily a good assumption and we should be apportioning <100% of S. Pen. catches to Bristol Bay.

We could update the I/O workflow to:

Read S. Pen annual harvest
Apportion it based on WASSIP averages, or exact values for the WASSIP years.
Create the offshore offshoreCatchAdd.csv file in the /Reallocation Folder
