Use setuptools-scm to make dev builds, pypi-publishing action to build in Github (configuring token on PyPI side, no changes on Github side); deprecate bumpversion.py; load version dynamically in __init__.py using importlib; somehow handle conf.py. Make sure to keep to all manual workflow in Makefile working.
