Libraries have an interface for searching and requesting titles. Many times, the title is not available and a person is placed in a queue. The interface needs to be tested, but it does not require an EPUB test book. We need to figure out the best way to incorporate this type of testing.

Do users access this library interface from within a reading system? Or is it more like a website and then once they choose a title, the reading system launches?
I do not know myself. It would be great to learn about the different approaches well in advance of doing any planning and design of how we approach this.
