Usage instructions haven't yet been confirmed to be working.

Also, ports exposed on machine are hardcoded, and should prob be tunable from .env

Reticketed from #14 (review)

Might be some things worth stealing from https://github.com/datatogether/coverage after merging in some Makefile-related scaffold.
